Stephanie Shain

Chief Operating Officer

Stephanie Shain
Stephanie Shain is the chief operating officer of the Humane Rescue Alliance (HRA) in Washington, D.C. (HRA was formed from the historic 2016 merger of the Washington Humane Society and Washington Animal Rescue League.) Stephanie oversees all shelter operations, community-based outreach programs and field services, including animal control, humane law enforcement and wildlife rescue. She leads human resources functions, including staffing philosophy, support and employee development. Stephanie also has an instrumental role in the strategic planning for HRA and in board and major donor relationships.

Prior to HRA, Stephanie served as the director of the puppy mills campaign at the Humane Society of the United States, where she led all related efforts, including investigations, legislative actions, public education and coordination with law enforcement to rescue animals from puppy mills. She has worked for the American Anti-Vivisection Society to end the use of animals in research and testing, and started her career at the Bucks County SPCA, where her love of shelters took root. Stephanie’s extensive animal protection career has afforded her the opportunity to work to help companion and wild animals, as well as farmed animals and animals used in experimentation. Her most ardent wish is that someday “normal” people care as much about chickens as they do dogs.

Stephanie resides in Washington, D.C., with her husband and two daughters and an undisclosed number of cats and dogs. Her favorite animal in the world is the cow, followed by the gerbil.
