El Paso County Animal Welfare Department

Crystal Reyes is an administrative services manager for the El Paso County Animal Welfare Department in El Paso, Texas. Prior to starting her role as a manager, Crystal spent five years as an animal welfare officer under the direction of the El Paso County Sheriff’s Office, two years of which were under the title of lead officer. In her role, she was a field training officer and specialized in animal cruelty and animal placement. Because of her tenacity and love for animals, she made numerous connections with various veterinarians, rescue organizations and outlying law enforcement and government agencies throughout the west Texas and southern New Mexico region. These partnerships prevented pets from cruelty situations from entering the city shelter. In March of 2020, El Paso County Commissioners saw the need for animal welfare in the community and designated the El Paso Sheriff’s Office Animal Control Section as its own department. With this development, a free Community Pet Wellness Clinic was established. This program has made it possible to assist the community with free spay/neuter surgeries, free vaccinations and microchips. This in turn gives community members the opportunity to keep their pets healthy in addition to reducing the pet population going into the shelter by preventing unwanted litters. Because of this initiative and the decline in city shelter transfers, Crystal and her team were afforded the opportunity to teach others the effective measures taken to avoid pets from stepping foot into shelters through field adoptions and rescue transfers.
