Weng Horak

Weng achieved her master’s degree in business administration at the Philippine School of Business Administration and has lived in the United States since 2009. She is a CPA- and ISO-certified internal auditor. She is a member of the Society of Animal Welfare Organizations, a member of the National Association of Tax Professionals and a member of the Construction Financial Management Association, as well as a member of several chief financial officer organizations. Weng was recently named as a “2022 Titan 100,” a program that recognizes St. Louis’ top 100 CEOs and C-level executives.  

Weng is recognized as a forward-thinking, results-oriented and hands-on leader with more than 20 years of progressive work experience in finance, accounting, HR and operational processes. She has seven years of experience as a senior executive in the animal shelter sector. In 2018 she founded CARE STL, the open-admission no-kill animal shelter in St. Louis and has dedicated her life to saving the many homeless and neglected homeless pets in the city. As the founder and CEO, in just three years she achieved and maintained no-kill status, increasing the save rate from 55% in 2017 to 99% in 2020. In 2020, she was recognized for her innovative solution-oriented work and has been featured on several major networks and in publications, including People Magazine, USA Today, Access Hollywood, NBC, and KSDK’s Making a Difference segment of Channel 5 News. Each of these public relations opportunities was in recognition of her leadership of CARE STL and were not paid promotional editorials.
