No-cost Spay & Neuter services to cat owners and colony caretakers in rural Madison and Culpeper Counties, Virginia. Our goals are to: Stabilize the cat population by reducing the number of unwanted kittens born each year, encourage owners to spay/neuter and vaccinate their cats by providing low/no cost options and transportation, assist colony caretakers by providing food and winter shelters, temporarily foster kittens under 8 weeks of age; work with local shelters and larger rescue organizations to assist with adoption, and by achieving the goals listed above, we hope, over time, to reduce the number of cats and kittens surrendered to our local shelters.

The purpose of the Animal Shelter adoption policy is to reduce the general health risk to the public associated with stray, vicious, and potentially rabid animals, to inhibit animal reproduction which further contributes to animal overpopulation in the county and to reduce the number of animals that the county much euthanize on a regular basis because of lack of suitable homes, adopters, and the presence of diseases. The Public Works Department oversees the Animal Shelter. The Shelter accepts stray or unwanted animals and serves as an Adoption Center for those animals that are adoptable.
