Tracy Hahn
Tracy Hahn is a Strategist with the National Shelter Support team, where she advocates for stronger, more humane animal welfare systems through collaboration, education, and frontline-informed strategy. Tracy’s professional expertise and passion center on animal control and humane law enforcement. She is deeply committed to elevating the role of animal service officers as critical partners in community safety, animal welfare, and lifesaving efforts.
Before joining Best Friends, Tracy served as an Animal Control Officer with the San Diego County Department of Animal Services and as a Humane Law Enforcement Officer with San Diego Humane Society. As a Field Training Officer and academy presenter, Tracy focused on building confident, well-supported officers through mentorship, training, and education on laws, ordinances, and best practices.
Tracy began her career in shelter operations, gaining firsthand experience in animal care and adoption. This background, combined with her enforcement experience, shapes her belief that lasting change happens when shelters, animal control agencies, and communities work together. Through her work at Best Friends, Tracy champions practical resources, training, and data-informed approaches that support animal service professionals and help communities keep both people and animals safe.
