Lack of affordable housing options is one of the top reasons dogs and cats end up in animal shelters.
Taking effect October 1, 2025, the historic 'Roscoe's Law' will make pet ownership more accessible in D.C. by:
- Limiting the amount of pet fees/deposits that a housing provider may charge
- Prohibiting restrictions based on the pet’s breed, size, or weight
- Allowing individuals with pets access to homeless shelters
