Help keep pets and people together in California
California residents: Ask the California House Judiciary Committee to advance Senate Bill 1296.
June 2, 2026: Senate Bill 2196 is set for a House Judiciary Committee hearing date on June 9 at 9 a.m.! Please take a moment to message the committee in support of the bill.
The California House Judiciary Committee is considering new legislation that would increase transparency for renter's with pets and help keep pets and people together.
Pet-owning renters deserve to know, upfront, whether a property allows their pets, and whether restrictions or additional fees apply before spending money on an application.
Senate Bill 1296 would require landlords to clearly disclose pet policies before collecting rental application fees. This includes pet restrictions including breed restrictions, weight limits, and additional pet-related fees.
Additionally in this bill, if a landlord fails to disclose tenant pet policies before charging an application fee and an applicant decides not to move forward because of the pet restrictions, the application fee would have to be refunded to the prospective tenant.
No renter should have to spend their time and money applying for housing only to discover later that their pet isn't welcome. SB 1296 is a commonsense solution that promotes transparency and helps keep pets with their families.
