California residents: Great news! New legislation has been signed by the governor: Assembly Bill 2010 & Senate Bill 1296!
September 30, 2026: Senate Bill 1296 & Assembly Bill 2010 have been signed into law by Governor Newsom!
Great news — two pet-friendly animal bills have passed the state legislature with strong bipartisan support.
Now on Governor Gavin Newsom's desk for consideration, together these two bills would increase access to veterinary care and help keep existing pet families together.
- Assembly Bill 2010, the SNIP Act, would improve and accelerate access to care by reducing barriers for veterinary clinics and expanding clinic capacity, allowing for high-quality and high-volume spay/neuter services that will benefit the general public and nonprofit organizations.
- Senate Bill 1296 helps keep pets with their families by requiring landlords to clearly disclose pet policies before collecting a rental application fee.
Collectively, these bills will help remove adoption-blocking housing restrictions and increase access to veterinary care for animals statewide.
