Help keep pets with their families. Support the PUPP Act of 2025

U.S. residents: Ask your members of Congress to co-sponsor HR 4921.


New federal legislation would provide people experiencing housing-insecurity access to emergency shelter without being separated from their pets.

The Providing for Unhoused People with Pets (PUPP) Act of 2025, House Resolution 4921, creates grants for local governments and nonprofits to implement veterinary care and mental health support programs for unhoused individuals with pets.

These grants would cover pet-friendly renovations, supplies, and veterinary and behavioral care — removing barriers that currently keep people and pets from lifesaving support. The goal is simple: keep pets with their owners and save both human and animal lives.
