Illinois residents: Urge your state representative to oppose House Bill 3056 as written!

April 7, 2026: The Illinois House of Representatives bill deadline is April 17. Let's stop it from passing!

New state legislation would disrupt regional collaboration efforts and make it more difficult for Illinois animal shelters and rescues to provide critical care to puppies in need.

The newest amendment to House Bill 3056 could effectively prohibit most puppy transports — unless accompanied by a nursing dog in need of emergency care — despite shelter medicine’s ability to safely care for young puppies.

Encourage lawmakers to improve this bill! The new section restricting puppy transports MUST be amended to allow shelters and rescues to continue regional collaboration when they have the capacity and veterinary expertise to provide care.
